Why the step is not available in a WF even after it is added in a Stepper?

I have added a new Step in the existing Stepper of a WF. Validation of the data model was successful. Deployment of the data model was successful. But when the WF is started, the new step is not available. The collection, Entity, Form are all selected. Am I missing something here?
