Below merge policy almost meets my requirement but I want to achieve this only in one condition, which is I want to merge a new master if the match process identifies only one confirmed golden with score above certain threshold.
I do not want to auto merge when the match process identifies multiple confirmed goldens with same score.
Is this achievable?

We can restrict the merging by playing with the confidence score and the merge policy gives the flexibility to change the score according to your need and also you can check and uncheck the iterative scoring to increase and decrease the confidence score
